MARCIAL LAMERA, PRESIDENT

Current Term: 2022-2026 (Trustee Area 5)

Marcial Lamera is a product of our school district, having attended Clarksburg Elementary School, Bates Elementary School, Clarksburg Middle School, and Delta High School (Class of 2014). When the position for his area was vacated in 2020, Trustee Lamera felt the need to give back to the district and community that raised him and felt that his perspective as a recent alumni would differ from the typical lens that School Board Trustees look through as former RDUSD employees or active parents. He was appointed to the position and was elected to continue serving in the role during the 2022 Election.  He currently works as a Transportation Engineer for an international engineering consultant firm and also lectures part-time at CSU Sacramento for the course ENGR 30 - Analytical Mechanics: Statics. In addition to this, he also serves on his university Alma Mater's Recent Graduate Advisory Committee, where he is providing guidance to Cal Poly, San Luis Obispo as they transition from a Quarter system to a semester system. Having begun his tenure at the age of 24 and being selected by his fellow Board Trustees to serve as Board President beginning at the age of 26, he is one of the youngest Board Trustees and Presidents to have ever served RDUSD.

Jennifer Stone, Vice President

JENNIFER STONE, VICE PRESIDENT

Current Term: 2022-2026 (Trustee Area 2)

Trustee Stone has been a Delta resident for 22 years, originally from Nevada. She has been married for 22 years. She and her husband are raising their three children in the district as well as owning and operating a local septic and plumbing company. Member Stone is involved in many community services programs throughout the River Delta. She has been a project leader for eight years for 4-H and served as a Walnut Grove Elementary School’s PTA Board member for eleven years while simultaneously being a School Site Council member. She has served at Riverview Middle PTC for a year and has an active member of the Rio Vista High School’s Booster Club for two years. She has also dedicated her time to the Lions Club of Rio Vista for the past three years and is currently serving as their Vice President. She is pleased that some of the funds raised by the Lions Club are donated to the schools to support the children in their learning environment.    

Trustee Stone’s three children participate in River Delta Unified School District sporting teams as well as local athletic programs in the Delta. 

Trustee Stone is serving her second term as a River Delta Unified School District Board of Trustee. Two of the years as a Trustee, she has served as President of the Board and is starting her second year as Vice President.  

Trustee Stone is honored to represent Trustee Area II and is proud of all the Board has accomplished in the past five years.

Randall Jelly, Clerk

RANDALL JELLY, CLERK

Current Term: 2020-2024 (Trustee Area 7)

Trustee Jelly was born and raised in Rio Vista, CA and is a graduate of Rio Vista High School. She and her husband are raising their three children in Rio Vista and have lived here for the past 19 years. Her children are active in local sports such as the Rio Vista Sharks, Rio Vista High School Swim Teams, AYSO Soccer, Riverview Middle School’s Volleyball Team and the Rio Vista High School Cheerleading program. 

Trustee Jelly’s grandparents were very active in their communities emphasizing the importance of getting involved and being part of a collaborative solution as opposed to complaining and staying stuck in the problem. After the November 2020 elections, Trustee Area VI was left vacant, she knew she needed to follow her grandparent’s example and applied to become a member of the River Delta USD Board of Trustees representing Area VI.  In January of 2021, Trustee Jelly was appointed to the Board of Trustees. She quickly learned how hard the District was working to do what was right for the students and, because for this, she is very proud to be part of the Board.

Wanda Apel, SCOE Rep.

WANDA APEL, MEMBER & SCOE REPRESENTATIVE

Current Term: 2020-2024 (Trustee Area 6)

Wanda Apel has lived in the River Delta community for over eight years. She is a retired K-5 school principal with over thirty years of experience in education. Her work is inclusive of homeschooling, early education, private, co-op, and Montessori in high-risk settings. As an Adjunct Professor at Los Medanos Community College, she has taught in the Child Development Department. She holds a clear CA Multiple Subject Credential, clear Administrative Credential and a Supervisorial Children’s Center Credential.

As a River Delta Unified School District Board of Trustee, she is honored to continue her public service by representing her constituents while utilizing her educational background that benefits the district, students, families, staff and the communities. She is huge advocate of public education in the United States, where all children have access to an education. In 2015, she was invited along with 50 other school administrators to travel to the Dominican Republic to help physically build a school. In the Dominican Republic, education is not an option as they do not have a school, textbooks, lights or even plumbing. She believes that we are fortunate to have schools for all.

Rafaela Casillas, Member

RAFAELA CASILLAS, MEMBER

Current Term: 2022-2026 (Trustee Area 3)

Trustee Casillas is a product of our local schools, attending D.H. White Elementary School, Riverview Middle School and graduating from Rio Vista High School. She and her husband are now raising their three children in the River Delta Unified School District. Member Casillas volunteered in her child’s classroom whenever possible and chaperoned on fieldtrips. She has been a volunteer for Walnut Groves PTA and enjoys helping during the Cinco de Mayo celebrations. She has been involved in the English Language Advisory Committee (ELAC) and often provides interpretation services during the parent meetings. In 2018, Trustee Casillas was elected to serve her community as a member of the Board of Trustees, making an equitable and accessible educational environment for all students.

Dan Mahoney, Member

DAN MAHONEY, MEMBER

Current Term: 2022-2026 (Trustee Area 1)

Trustee Mahoney has been married and has lived in Rio Vista for over 43 years, originally from Vallejo, CA. Trustee Mahoney is the first in his family to graduate college and is a graduate of Saint Mary’s College (1981). He and his wife, Christine have raised their three children in the district, while operating a ranch and vineyard in the Delta area. He and his wife are proud that their three children have attended and graduated from college.  Prior to serving as a member of the Board of Trustees, Member Mahoney has dedicated his career in education. He has taught at St. Patrick- St. Vincent High School in Vallejo as well as Rio Vista High School. In 2007, Member Mahoney became the Vice Principal of Rio Vista High School. He held administrative positions in Antioch Unified School District as well as Tracy Unified School District. He returned to River Delta Unified School District in 2013 as the Principal of Riverview Middle School and remained principal until his retirement. His dedication to education runs in the family, as his daughter-in-law teaches at Rio Vista High School and his daughter teaches at D.H. White Elementary School. All five of his grandchildren attend schools in the River Delta Unified School District. Member Mahoney takes great pride in the athletic opportunities the district offers and has coached football and swimming.

Member Mahoney was elected in 2018 to serve as Trustee Area I on the Board for River Delta Unified School District. He is currently serving his second term in office and is honored to represent his area and making positive changes for all students of the District.

Marilyn Riley, Member

MARILYN RILEY, MEMBER

Current Term: 2020-2024 (Trustee Area 4)

Marilyn Riley has lived in River Delta Unified School District’s community for over 46 years. She has been on the Board of Trustees since elected in 2004. Prior to serving on the Board of Trustees, Mrs. Riley worked as the Supervisor of Food Services in River Delta USD for over twenty years. Her children and grandchildren all graduated from Rio Vista High School. For over fourteen years. Marilyn has served the community at large as a preschool teacher as well as a Catechism teacher for three years and a 4-H leader for two years.
